At the end of 2025, the EBA (European Banking Authority) will launch a new taxonomy for reporting, which will make it mandatory to submit reports in a new file format: XBRL-CSV.
FIONA cannot handle the new file format, and therefore the Danish Financial Supervisory Authority (DKFSA), together with The National Bank of Denmark, has decided to acquire a new system to replace FIONA for the future handling of reports to the EBA.
This system will also generally be better able to handle future requirements from the EBA and the other ESAs (the European Insurance and Occupational Pensions Authority, EIOPA, and the European Securities and Markets Authority, ESMA).
The change only applies to EU reports that have been handled in FIONA until now. Reporters will still be required to submit national reports to the DKFSA and The National Bank of Denmark in FIONA.
The new system is called e-Regulatory (e-Reg) and will be implemented in phases during 2026.
What does this mean for you?
Going forward, reporters will need to use two systems for reporting:
- FIONA for all national reports to the DKFSA and The National Bank of Denmark
- e-Reg for all EU reports that have until now been handled in FIONA
Reporters will still need to submit the same number of reports as today, with the same data points. Each report must only be submitted to one of the systems. In other words, Reporters do not need to report the same information twice.
Please note:
- For EBA reports, there will be a requirement to use a new format: XBRL-CSV.
- For EIOPA reports, reporting will continue in the current format: XBRL-XML.
- For ESMA reports, the format will continue to be XML. However, the structure will be changed to follow ESMA’s standards.
We have taken the opportunity to improve the user experience. Therefore, there are a number of new features in e-Reg:
- Log in with MitID:
- An alternative two-factor solution exists for those who do not have MitID
- Built-in communication module:
- All communication will be attached directly to the specific report, making it easy to keep an overview and find correspondence later, so reporters do not have to search through old email threads.
- Email notifications when there is new communication in e-Reg that reporters need to respond to
- Higher degree of automation:
- Reports are automatically forwarded to the ESAs once they have been validated. This makes the process from reporters to the ESAs faster.
- Feedback on reports from the ESAs will be received directly in e-Reg. This makes the process from the ESAs to reporters faster.
- A new calendar function will help reporters remember reporting deadlines.
Timeline
February 2026 (Phase 1):
- Launch of the first two EBA reports in e-Reg: DORA and RESOL (Resolution).
- Communication will still take place as it does today (via email) for a period, until the communication module is ready.
April 2026 (Phase 2):
- Launch of all other EBA reports in e-Reg
- Launch of the communication module with email notifications
- Launch of automated feedback from the ESAs
June 2026 (Phase 3):
- Launch of all EIOPA reports in e-Reg
October 2026 (Phase 4):
- Launch of the two ESMA reports in e-Reg:
- AIF (merging the former “IAF1”, “IAF2” and “IAF3”)
- FAIF (formerly “IAM”)
Preparation and Support
We are preparing detailed user guides for the use of e-Reg, which will be made available on our website at the beginning of 2026. We will also continuously update our website with questions & answers-overviews.
In addition, we will provide a separate, but identical, system where reporters can log in and practice using e-Reg and submitting reports before they start using the live version of e-Reg for actual reporting.
The DKFSA’s reporting section will, as today, be available by phone and email to assist reporters. There is also help available within e-Reg itself, as well as on the website of the supplier that has provided the e-Reg system.
